Should cameras be licensed?

How would this affect the following?
Policemen:
Pro: Policemen can watch over all the information in a camera and delete out all the offensive photos
Con: Policemen can also do wrong things, they might take the advantages and do whatever to the people's camera in their own wills.
Families;
Pro: Families members cannot take suspicious photos
Con: Families cannot enjoy the fun of taking photos
Students:
Pro: Students won't take any photos offensive or not appropriate
Con: Students cannot learn about photography, they can't take photos with their friends for fun.
Reporters:
Pro: Only reporters would be able to take pictures and post in on newspaper, it became their special job
Con: Reporters may not take pictures that catch a certain important moments, sometimes the witnesses even take better photographs.

Only licensed camera will be allowed for ownership?

In my opinion, the camera shouldn't be licensed. It is the photographer's choice to take photos of the real world. Photos can be the privacy of a photographer, that is why government shouldn't watch over them. Anyone can buy a camera if they have enough money, they don't need to register in the government to own. Most people won't took pictures that can do harm to their government, camera is only for art and entertainment for them, government doesn't need to make a big fuss over people owning  camera and come into such a complex solution that isn't even worth it. Not only government-supported newspaper should be able to use camera and post photos, everyone have the right to enjoy life with their own camera and have their own will on posting pictures. If they really post anything offensive, the website and government will delete them, if they didn't post and keep the photos to themselves, nothing will happen. On conclusion, I think it is really unnecessary to have licensed camera.

What we need to discuss:
Today, the government has declared by executive order that all cameras, video and still, are no longer legal to own.People are asked to turn in their cameras to the local police station to have them licensed.  Also, the camera will only take a photo from the hand of the licensed owner (fingerprint technology) Only licensed  cameras will be allowed to be owned by the general public.  

Also, only newspapers and websites supported by the governement will be allowed to use cameras, and post photos.

Info: licensed cameras will have a device installed that:allows the government to know who took the photoallows the government to remotely dissable and destroy the cameras ability to take photos.If a camera is lossed or stolen it is the responsiblity of the camera owner to inform the police within one-hour of the loss or destroy the camera remotely by themselves.

What make a good photo

In my opinion, a good photo should contain certain meaning. It maybe a reflection of a problem in society, it might express a certain feeling, or it maybe capture of a memorable scenes. A viewer of the photo should gain some information when they look at the photos, a good photo must be taken with the photographer's love and care, it should show that the photographer is serious on creating beauty but not fooling around and having fun, i think that is the most important. Other than that, a good photo should included some of the elements of photography. Depth and contrast are important, they create a real-like three-dimensional world behind the pictures. Preposition is also a main point, a good preposition using the rule of third can produce a good photo. On conclusion, I think a good photo should be interesting and meaningful, it should be well taken by the photographer, and it should contain the elements of photography.
